1955年、大阪府生まれ。元会津大学特任教授。78年、神戸大学海事科学部卒業。損害保険会社を経て、83年に米国際監査会社プライスウォーターハウス公認会計士共同事務所入所、システム監査部マネジャーとして大手ＩＴメーカーや大手通信キャリアのセキュリティー監査を担当する。以来、複数のシステムコンサルティング会社、セキュリティーコンサルティング会社で現場経験を積む。2016年度より現職。リサーチ活動においては、「自分の目で事実確認」することを信条に、当事者や関係者に直接取材。著書に『情報立国・日本の戦争』（角川新書）。
